A machine that lifts an empty carriage fine but crawls with a pallet on it is losing pressure, not flow. A machine that is slow either way is usually short of flow, which points at fluid level, a restriction, or the pump. That single observation cuts the possibilities in half and it costs you nothing to make it.
The second question is whether it has always been like this or whether it changed. Gradual decline over months reads as wear. A change that happened between one shift and the next reads as a failure, and often as something simple: a filter that finally blocked, fluid that got low enough to matter, or a relief valve that let go.
Almost all of this starts with hydraulic fluid, which is why the checks below start there. Fluid that is low, foamy, milky, or burnt explains a great many lifting complaints, and you can see all four of those with your own eyes.

Do all of this with the forks on the ground, the engine off unless a step needs it running, and nobody standing near the mast.

Milky means water is in it. Foamy or aerated means air is being drawn in, usually at a suction line or a low level. Dark and burnt smelling means heat. Any of the three changes the job.
Raise the empty carriage and watch. Then try it with a normal load. Fine empty and poor loaded points at pressure. Slow both ways points at flow.
Fluid thins as it heats, and worn pumps and seals leak internally more when it does. A machine that is fine for the first hour and poor after tells you something a cold test never will.
Look under the machine, at the hoses along the mast, and at the cylinder rods. External leaks are the easy version of this problem. Note where it is coming from, not just that it is there.
A whine or a growl that arrives with the symptom is worth reporting. It usually means the pump is being starved, which brings you back to fluid level and the suction side.
Start with fluid level and condition, then the filter. A hydraulic filter that has never been changed will eventually restrict enough to show up exactly like this, and it is the cheapest thing on the list to rule out.
If fluid and filter are good, the pump is the next suspect. A worn pump loses efficiency gradually, which is why owners often describe it as the machine getting tired rather than breaking. Pump wear also tends to be worse when hot, so a machine that fades through a shift fits the pattern.
Aerated fluid is its own case. Air being drawn into the suction side makes the whole system feel spongy and slow and it will damage the pump if it is left. Foam on the dipstick or in the sight glass means stop and get it looked at rather than topping it up and carrying on.
This is a pressure problem. The usual causes are a relief valve that is set low or has failed, internal leakage past cylinder seals, or a control valve that is passing fluid it should be holding.
A relief valve is a pressure limit for the system. When it opens too early the machine simply stops lifting past a certain weight, often quite abruptly, and owners describe it as the forklift having lost its strength. Setting one is a job for a tech with a gauge, not a guess with a wrench, because it is what stops the machine overloading itself.
Important: do not respond to weak lifting by trying to lift the load anyway. A machine that cannot raise its rated load has something wrong with it, and forcing it puts a load in the air on a system you already know is not working properly.
Check the fluid level first, because a low reservoir most often shows up precisely as a mast that stops short of the top. Beyond that, this points at the cylinders themselves, at a restriction in the circuit, or on a multi stage mast at the sequencing between stages.
A mast that goes up smoothly and then stops hard at the same point every time is different from one that slows gradually and gives up. Note which yours does, because it points at different parts.
If the mast binds, judders, or hangs at the same height, the problem may be mechanical rather than hydraulic: rollers, channels, or uneven chain adjustment. Chains and rollers are not something to adjust by eye, and a mast is not a safe place to experiment.

That is a pressure fault rather than a flow one. Usually a relief valve, cylinder seals, or a control valve passing internally. Do not keep trying to lift loads it is struggling with.
Water has got into the system, through a breather, a seal, or a cylinder that sat with a wet rod. Milky fluid does not lubricate properly and it corrodes from the inside. Stop and get it dealt with.
Classic wear pattern. Fluid thins as it warms and worn components leak internally more when it does. It usually means a pump or seals rather than anything that failed suddenly.
Please do not. The relief setting is what stops the machine lifting more than it is built to. Winding it up to get a load moving is how you overload a mast or a chain with a person standing nearby.
Probably not. Juddering, binding or hanging at a particular height is usually mechanical: rollers, channels, or chain adjustment. It still needs looking at, and it is not something to work around.
