A pedal that goes long, a machine that pulls to one side, or a parking brake that will not hold on a slope are all reasons to park a forklift rather than work around it. Here is what the symptoms usually mean.

A loaded counterbalance forklift can weigh more than a small truck, carries its weight high and forward, and steers from the back. It has less braking capability to begin with than most operators assume, and the margin it does have disappears as soon as the load goes up or the surface gets slick.
That is why brake symptoms on a forklift deserve a different response than they would on a car. There is no coasting to a stop at low speed when you are on a dock plate with a pallet in the air and a trailer in front of you.
The parking brake matters just as much and gets ignored more. On a forklift the parking brake is what stops the machine rolling off a dock or away from a trailer, and a parking brake that does not hold on a slope is a fault, not a quirk of an old machine.
What You Are Feeling
Test brakes somewhere flat, empty, and away from people, at walking pace. Never test brakes with a load in the air or anywhere near a dock edge.

One side is doing more work than the other. Usually a seized wheel cylinder, contaminated shoes, or uneven wear. On a machine that steers from the rear, a pull under braking is more unsettling than it sounds.
Air, low fluid, or excessive shoe clearance. Whatever the cause, it means the first press of the pedal is not doing what the operator expects, which is the one thing brakes must always do.
Contaminated linings, scored drums, or a seized adjuster. Grabbing on a machine carrying a raised load is its own hazard, since an abrupt stop is exactly how a load comes off the forks.
Cable stretch, worn linings, or an adjustment that has drifted. On machines with a lever it often gets pulled harder and harder over months until one day it does nothing at all.
A dragging brake generates real heat and wears itself out quickly. It also costs fuel and, on an electric machine, range. Follow your nose to which corner it is.
Forklifts do short, repeated stops all day, often loaded, often on smooth concrete, and frequently in reverse. That duty cycle puts far more heat into a brake than the distances involved would suggest.
Most counterbalance machines use drum brakes on the front axle, which means everything wearing is hidden inside a drum. There is no visual check equivalent to glancing at a disc pad through a wheel. That is precisely why brakes are a service item rather than something you inspect from outside.
Machines that spend their lives on and off dock plates, or working in wash down and wet areas, wear brakes faster and are more prone to contamination. If that is your operation, expect brakes on the schedule more often than a manufacturer figure suggests.
Brake fluid absorbs moisture over time, which lowers its boiling point and corrodes the system from inside. On a machine that has never had its fluid changed, seized wheel cylinders and pitted bores are common and they show up as a pull, a drag, or a pedal that will not firm up.
Contamination is the other quiet killer. A leaking wheel cylinder or an axle seal puts oil on the linings, and oil soaked linings do not brake predictably. They will often work fine cold and then let go when hot, which is the worst possible failure mode.
None of this announces itself. A brake system degrades gradually enough that operators adapt to it without noticing, which is why a driver saying the machine feels normal is not evidence that the brakes are good.
Stop using the machine. Not at the end of the shift, not after this pallet. A forklift with brakes you cannot rely on is the single most dangerous state it can be in short of a structural failure.
Park it somewhere flat, set the parking brake if it works, chock the wheels if it does not, take the key, and tag it so nobody borrows it.
Then call and describe exactly what changed and when. Whether it happened suddenly or crept up over weeks matters. So does whether it is worse loaded, worse hot, or worse in reverse.

A great deal can be assessed from pedal feel, travel, fluid condition, holding on a slope and how it behaves in a controlled test. Drum brakes do have to come apart for a proper look at the linings, and we will tell you when that is warranted.
They have service brakes that wear the same way, though regenerative braking takes some of the load off them. That can mean the friction brakes get used less and seize or corrode from disuse instead, which is its own problem.
